Without a ballast, you're growing nowhere fast with MH and HPS bulbs, as the ballast is needed to create the initial arc to get the gases reacting, and also regulates and supplies correct voltage to your lamp at start up, and during operation.
While LED is certainly gaining popularity, some just prefer the old fashioned, tried and true - just like my Pappy taught me HID kind of growing, with the added benefit of the initial setup cost being significantly cheaper, and the results, well the last few decades of successful indoor gardening around the world naturally speaks for HID grow results and reliability.
