The heat of a towel rail can be affected by ambient temperature. The warmer the ambient the hotter the rail will be. Sometimes even up to 50-55 degrees. It won't burn you, but you wouldn't leave your hand on it (55 degrees is about the temp of water coming out of the hot tap). The rail will always feel hotter under a towel.
